JOB OPENING:
Part-Time Deputy Treasurer/Deputy Clerk
Village of Ballston Spa
Pay: Starting at $23.00 per hour with possibility of increase depending on experience.
The Village of Ballston Spa is seeking an experienced municipal finance professional and well-organized individual to serve as Deputy Treasurer/Deputy Clerk. (Must be a resident of the village, Town of Ballston, Milton or Malta).
This position is a part-time position, approximately 28 hours per week, but must be flexible to assist with staff vacations or personal time as needed.
Qualifications:
Education: Bachelor’s degree in accounting, Finance, Business Management, Public Administration, or a related field is preferred; an associate’s degree with relevant experience may be acceptable.
Experience: Several years of professional experience in accounting, bookkeeping, or municipal finance.
Certifications: Membership in professional associations (e.g., Treasurer’s Association).
Other Requirements: Notary Public is desired but not required, capable of performing sedentary work with occasional lifting to 30lbs., use of stairs for records retrieval and/or archiving, and able to work independently or as part of a team.
The Deputy Treasurer, under the guidance of the Village Treasurer, is responsible for the accounting, collection, custody, and disbursement of the Village Treasury.
The successful candidate will possess:
· Proficiency with computers, including Windows, Microsoft Office, Excel and accounting software.
· Customer service/relations experience, including answering incoming multi-line calls as needed. Perform public relations work such as billing and collections, receiving and investigating complaints or inquiries, directing them to appropriate departments, personnel or other agencies.
· Excellent interpersonal, verbal, and written communication skills.
· Good problem-solving and analytical skills.
· Self-motivated and results oriented.
· Organized and able to multitask and prioritize tasks is a must.
· Posting cash receipts and preparation of bank deposits.
· Responsible for processing invoices for payment into accounting system.
· Utility and tax payment collections, process home closings within the Village, enter water meter readings on computer, receive payments, data entry, assist with preparing bi-annual (UTL), annual billing (Tax).
· Weekly and monthly payroll processing.
· Weekly payroll-related checks (Union Dues, Deferred Comp)
· Tracking of Comp Time Earned / Used and Clothing allowance tracking.
· Retirement Reporting (“Enhanced” reporting through NYSLRS).
· Online payment retrieval and posting.
· Responsible for other duties as necessary.
The Deputy Clerk, under the guidance of the Village Clerk, is responsible for assisting and issuing various permits, including birth certificates and handicap permits.
· Other duties may be required (for items such as research, compilation of data, copying, scanning and archiving documents).
· This position is largely a sedentary role, however, may require the lifting up to 30lbs and using stairs to access and/or store records.
· Assist with the creation of a Processes and Procedure Manual, and continued updates.
· Responsible for other duties as necessary and provide administrative support to all departments within Village hall.
This position starts with a 6 Month Probationary Period.
